China: AI-content disclosure requirements

China requires AI-content disclosure under CAC Measures for Labeling AI-Generated Synthetic Content + GB 45438-2025, in force from 1 September 2025.

What it requires

Content must carry explicit labels (user-perceptible text/audio/visual markers) and implicit labels (machine-readable metadata/watermarks embedded in the file). Users must not remove or forge labels.

Who must comply

Generative-AI service providers, content-dissemination platforms, app-distribution platforms, and end users.

What content is covered

AI-generated media, text, and synthetic voice.

Status and notes

In force since 1 September 2025, building on the 2023 Deep Synthesis Provisions.

Publish an ai-disclosure.json manifest declaring the AI systems your site uses, add the on-site snippet to render the required notices and labels in 28 languages, and keep timestamped, exportable evidence that they were shown. Start with a free check of your site.
